Penalties / Sanctions – Non Compliance with FIH Regulations,

Policies and Procedures

1. WITHDRAWAL – FIH APPROVED TOURNAMENT

Other than for a reason accepted by the FIH as a force majeure situation, when a National

Association/Federation (hereinafter referred to as NA) enters its senior and or junior team in a

competition controlled or approved by the FIH and then that team withdraws from the

competition, the following sanctions shall be imposed:

(i) in the case of a world level event, if the withdrawal is notified to FIH less than 12

weeks before the start date of the event; or

(ii) in all other cases, if the withdrawal is notified to the FIH less than 8 weeks before the

start of the event

A. For the first withdrawal the NA shall pay to FIH a penalty of CHF 5000 plus any

reasonable quantified financial losses incurred by the host NA. Notification by the

host NA of such losses or costs shall be accompanied by a certificate of

verification from the NA’s auditors and may be amended at the discretion of FIH

based on submission made by the parties. Until such sums are received by FIH

the NA shall be ineligible to participate in or host any international competition

(men and women) at any level.

Penalty: CHF 5,000

+ Financial losses incurred by the host NA

B. For the second such withdrawal within a period of 4 years, the NA shall pay the

same penalties as in A. above. The FIH Executive Board may also, in its

discretion, impose on the NA a ban in respect of future international competition

or may suspend the NA. Any ban shall be for whatever period the Executive

Board shall decide and when imposed shall apply to all international competition

(men and women) at any level.

Penalty: CHF 10,000

+ Financial losses incurred by the host NA

+ Ban for future international competition and/or

Suspension of NA

C. In determining a second withdrawal the FIH shall treat any withdrawals during the

3 years prior to the adoption of this regulation as a first offence.

2. TEAM ENTRY FEES

If a National Association withdraws (including a force majeure situation) from a competition

they will forfeit any Team Entry Fee that may be payable.

3. FIH TOURNAMENT REGULATIONS (OUTDOOR AND INDOOR)

3.1 Team Entry Form – Regulation 3.2

Failure by National Association to provide both the FIH and the Organising

Committee a copy of the Team Entry Form not later than 14 days before the start of

the tournament.

Penalty: CHF 1,000

For each additional day of non-compliance after the deadline.

Penalty: CHF 100 per day

3.2 Pre-Tournament Briefing Meeting with Tournament Director – Regulation 4

Failure of Team Manager to attend at the appointed time of the pre-tournament

briefing meeting with the Tournament Director.

Penalty: CHF 500

3.3 Acknowledge and Agreement Form – Regulation 4

Failure to provide prior to the start of a tournament the signed ‘Acknowledgement and

Agreement Form’ required by the FIH Code of Conduct, FIH Anti-Doping Regulations

and FIH Image Rights Policy for each individual participant including team members,

team management, coach and coaching staff, medical staff, technical support staff

and the duly appointed representatives of the National Associations of the

participating teams.

Penalty: CHF 100 each non compliance (per person per form)

3.4 Team Clothing/Equipment and Colours – Regulation 6

Failure to comply with following provisions of Regulation 6 concerning team

clothing/equipment and colours:

(i) Wearing of team colours as directed by Tournament Director

(ii) Additional items of clothing worn to be the same colour specified for the

adjoining piece of clothing

(iii) Size of field player’s number on shirt and shorts/skirt

(iv) Size of goalkeeper’s number on back and front of shirt

(v) Display, size and location of player’s name for FIH world level events

(vi) Provision of two spare sets of clothing for emergency

Penalty: CHF 250 each non compliance (per athlete and for each item)

4. UNIFORM ADVERTISING

4.1 Use of sponsor advertisement without FIH approval.

Penalty: CHF 2,000

4.2 Non compliance with regulations governing display of manufacturer’s identification on

teams uniform.

Penalty: CHF 250 each non-compliance

4.3 Non compliance with regulations governing the size of advertising on team uniforms.

Penalty: CHF 250 each non-compliance

5. FIH ANTI-DOPING REGULATIONS

5.1 Failure by an Organising Committee to organise and ensure that the appropriate

number of dope tests are carried out at an international tournament in accordance

with the requirements of the FIH Anti-Doping Regulations.

Penalty: CHF 10,000

5.2 Failure to supply by the notified date, team whereabouts information for potential outof-

competition dope testing. Any sanction should have an accumulating penalty

depending on the extent of delay after the due date.

Penalty: CHF 1,000

For each additional day of non-compliance after the deadline.

Penalty: CHF 100 per day

5.3 Failure to update team whereabouts information such that a testing mission is

abortive. The sanction should include reimbursement of the cost of the mission

together with a penalty.

Penalty: CHF 1,000 + Costs Incurred by testing mission

6. FIH INTERNATIONAL INVITATIONAL TOURNAMENTS

6.1 Organisation of an international invitational tournament without approval of the FIH.

Penalty (host nation): CHF 12,500

Penalty (participating teams) CHF 6,000

6.2 If a participating nation fails to provide an umpire the FIH will appoint an additional

neutral umpire. All costs (including travel) incurred as a result of further neutral

appointments will be the responsibility of the National Association failing to provide an

umpire. The cost of replacing such umpire will be determined by the FIH and paid by

the participating nation that has defaulted.

Where it is not possible to appoint a further neutral umpire, the Executive Board has

the authority to impose a fine on the participating nation failing to provide an umpire.

The amount of such fine will be fixed by the Executive Board.

7. OTHER

In addition, the Executive Board has the power to penalise (disqualification, ban or fine)

National Associations for any breach of regulations or for any unacceptable conduct,

including playing with ineligible players (for which the players may also be banned).
